William 'Bill' Moore was born in Georgia in 1893 and a barber by trade. He spent most of his life in Tappahannock, Virginia and is one of the few intrumentally orientated performers of his era. In a recording session with Paramount in 1928, he recorded eight sides of music. Ragtime Millionaire is probably his best known song and his upbeat tempo music is more reminiscent of the ragtime dances that were popular before the blues heyday.
